Runtime error. An attempt to go to a specific location in a Designer library file has failed. In a multi-user system, this usually means the library is not being managed properly. It might be that two or more people are accessing the library through the Designer, and at least one person has library locking turned OFF in their configuration file. Or, one person is accessing the library in an application while someone else is editing panels from that library in the Designer.
